He was born on August 18, 1926 in Riverside, New Jersey and had two brothers, Howard Whitter Vogelmann (1919-1983) and Kenneth Schuyler Vogelmann (1921-1958). They grew up in Riverside, Burlington, New Jersey. He joined the United States Military on October 30, 1945 and served in the Infantry as part of the armored units. A year later, on October 30, 1946 Richard married Margaret Josephs (born 1928) in Cumberland, North Carolina, USA.

She told him that her priorities would be a 40-hour work week, a minimum wage, unemployment compensation, worker’s compensation, abolition of child labor, direct federal aid to the states for unemployment relief, Social Security, a revitalized federal employment service, and universal health insurance. President Roosevelt approved of all of them and most them were implemented during his terms as President. She served until his death in 1945.
