Robert Berkley Jephson was born on May 16, 1921 in Coblenz, Germany to Margaret Adams (1902-1971) and Thomas Berkley Jephson (1899-1972). He immigrated to the United States with his family, arriving in New York, New York on August 1, 1921. They later settled in San Francisco, California before moving to Idaho Falls, Bonneville, Idaho in 1935. In 1942, Robert registered for the military draft in Idaho Falls, North, Idaho, USA. At the time, he was employed by Burgraf Construction Co and measured 6'1" tall and weighed 170 pounds. He had dark complexion, brown hair, and brown eyes. The following year, on March 18, 1943, he enlisted in the military in Pocatello, Idaho. After serving in the military, Robert married Eva Louise Reading (1922–1984) on March 1, 1947 in Reno, Washoe, Nevada, United States. The couple had two children together, including a daughter named Sharri Louise Jephson (1959-1999). Robert later relocated to Sunnyvale, Santa Clara, California, where he passed away on October 17, 1990.

He moved to San Francisco, California, USA with his family in the 1930's, and he later moved to Idaho Falls, Bonneville, Idaho in 1935. He also lived in North, Orangeburg, South Carolina, USA. Robert also lived in Sunnyvale, California and passed away there in 1990 . He became a naturalized citizen of the United States in Penobscot, Castine, Hancock, Maine, USA.

Given the timing of his enlistment, it is likely that he served during World War II. As a private, he would have been among the lowest-ranking enlisted personnel and would have been responsible for carrying out basic duties and following orders from his superiors.
