Robert "Bob" Dayton Kellagher was born on August 13, 1921, in Pottsville, Pennsylvania, to his father, John Joseph ("Jack") Kellagher Jr (1893-1953) and his mother, Martha M. Schoonover (1900-1928). Bob grew up in his hometown before eventually moving to Pompano Beach, Florida, where he passed away in 1990. Bob married Thelma Weinhold on March 21, 1942, in Elkton, Maryland, and together they had one son. He was a high school graduate and worked as a machinist. In 1944, Bob enlisted in the United States military at the age of 22, during the later stages of World War II. He was assigned to the Selective Service System and served as a Private with a military serial number of 33949515. The Selective Service System was responsible for drafting millions of men into the military during the war, and Bob's enlistment was a testament to his sense of duty to his country.

He enlisted as a Private in the Selective Service System, which was responsible for drafting millions of men into the military during World War II. At the time of his enlistment, Kellagher was assigned to "No Branch Assignment," meaning that he had not yet been assigned to a specific branch of the military, such as the Army or Navy. This was not uncommon for new enlistees, as they often received basic training before being assigned to a specific branch based on their skills and qualifications. According to his enlistment record, Kellagher's terms of enlistment were "for the duration of the war or other emergency, plus six months, subject to the discretion of the President or otherwise according to law." This meant that Kellagher was committed to serving in the military for the entire duration of the war, which officially ended on September 2, 1945, with the signing of the Japanese Instrument of Surrender aboard the USS Missouri. However, his service could have been extended for up to six months after the war's end, depending on the needs of the military. His enlistment during the later stages of World War II likely placed him in a position to participate in the final battles of the conflict, such as the Allied invasion of Normandy and the liberation of Paris.
