    Robert Paul Velliquette was born on November 24, 1912, in Ottawa, Ohio to parents Clement Joseph Velliquette (1865-1946) and Caroline Madeline Jardine (1872-1944). He had siblings Delinta Marie (1893-1966), Cosmos Clement (1896-1918), Genevieve Marcella (1898-1992), Mary (1900-1989), Clifford Francis (1902-1967), Grace (1904-1987), and Agnes Velliquette (1910-1911). Robert enlisted in the United States Army Air Corps on January 16, 1942, at Fort Benjamin Harrison, Indiana. At the time of his enlistment, the United States was heavily involved in World War II. As a member of the Army Air Corps, Robert would have undergone basic training and received specialized instruction in aviation-related fields. After his time in the military, he had one daughter, Carolyn Velliquette (1948-1948) with his wife Virginia Bangoff (1922-1961) who did not survive. Robert Velliquette died on May 16, 1980, in Delray Beach, Florida, at the age of 67, and was buried in Oak Harbor, Ohio.

During World War II, the Army Air Corps played a vital role in the war effort, providing air support for ground troops, conducting bombing missions, and engaging in aerial combat with enemy planes. His rank at the time of his enlistment was Private, Army Of The United States. This rank was a common one for new recruits, and it would have been expected that he would advance in rank as he gained experience and demonstrated leadership potential. The terms of his enlistment were typical for the time period. He enlisted "For The Duration Of The War Or Other Emergency, Plus Six Months, Subject To The Discretion Of The President Or Otherwise According To Law."
