In 1924, in the year that Robert Stanton Kilpatrick was born, J. Edgar Hoover, at the age of 29, was appointed the sixth director of the Bureau of Investigation by Calvin Coolidge (which later became the Federal Bureau of Investigation). The Bureau had approximately 650 employees, including 441 Special Agents. A former employee of the Justice Department, Hoover accepted his new position on the proviso that the bureau was to be completely divorced from politics and that the director report only to the attorney general.

In 1935, by the time he was merely 11 years old, on August 14, the Social Security Act was signed into law. The purpose was to "provide federal assistance to those unable to work". The law established the Social Security Administration whose primary focus was to "provide aid for the elderly, the unemployed, and children". The Act survived many Supreme Court challenges and the Administration continues until today.

In 1967, when he was 43 years old, on November 7th, President Johnson signed legislation passed by Congress that created the Corporation for Public Broadcasting (CPB), which would later become PBS and NPR. The legislation required CPB to operate with a "strict adherence to objectivity and balance in all programs or series of programs of a controversial nature".

In 1984, he was 60 years old when due to outrage about "Indiana Jones and the Temple of Doom" (it seemed too "dark" to many and it was rated PG), a new rating was devised - PG-13. The first film rated PG-13 was "Red Dawn".

In 1991, in the year of Robert Stanton Kilpatrick's passing, on November 7th, legendary basketball player Magic Johnson announced that he had HIV. In 1991, the public was confused about the difference between HIV and AIDS (HIV is a virus that can lead to AIDS) and there was little treatment for either. Most thought that Johnson would die within a year or so. Also, the transmission of AIDS wasn't understood so he had to retire from basketball. Magic Johnson is still alive and well.
