    Roderick M. Vandivert, an environmentalist and former executive director of the Scenic Hudson Preservation Conference, died of respiratory failure yesterday at his home in Oak Beach, L.I. He was 60 years old. Mr. Vandivert led the Hudson conference, a coalition of groups concerned about environmental threats to the river, from 1964 until his retirement in 1975. In the 1960's, he led a long and unsuccessful legal battle against construction of the Consolidated Edison Company's Storm King hydroelectric power plant on the Hudson River, 40 miles north of New York City. He was also a major figure in the fight to enact the Estuarine Protection Act, which guarantees Federal protection of tidal wetlands. President Lyndon B. Johnson signed the measure into law in 1968. In the 1970's, Mr. Vandivert helped organize campaigns aimed at protecting striped bass in the Hudson River, blocking construction of the Westway and improving conditions at animal shelters. Worked in Advertising Mr. Vandivirt's father, Roderick, was an advertising executive with the Hearst Corporation, and before he began devoting himself to conservation issues, the younger Mr. Vandivert worked as an advertising salesman for several magazines. Mr. Vandivert's involvement in conservation issues began in 1962, when officials of the Town of Hempstead on Long Island proposed developing wetlands south of Freeport. Mr. Vandivert organized the Hempstead Town Land Resources Council and prepared a plan for a marine nature center on the bay. He was born in New Brunswick, N.J., and attended the College of William and Mary. During World War II, he was an Army cryptographer and served in the Aleutian Islands with the Army Air Corps.
