In 1919, in the year that Rodolfo Vargas was born, in the summer and early autumn, race riots erupted in 26 U.S. cities, resulting in hundreds of deaths and even more people being badly hurt. In most cases, African-Americans were the victims. It was called the "Red Summer". Men who were returning from World War I needed jobs and there was competition for those jobs among the races. Tension was heightened by the use by many companies of blacks as strikebreakers.

In 1920, at the age of merely 1 year old, Rodolfo was alive when the National Football League, first called the American Professional Football Association, was created. College football was more popular than pro football and rising player salaries were bankrupting league owners. In response, owners created the NFL, using the pro baseball association as a model. Eleven teams were formed: the Akron Pros, Canton Bulldogs, Cleveland Indians, Dayton Triangles, Decatur Staleys, Hammond Pros, Massillon Tigers, Muncie Flyers, Racine Cardinals, Rochester Jeffersons and Rock Island Independents.
