In 1916, in the year that Ronald C Zastrow was born, suffragette Jeannette Pickering Rankin became the first woman elected to the House of Representatives as a Representative at large from Montana. She was the first woman to hold an elected Federal office. Holding the office for two years, she ran again in 1940 and served another two year term. Montana had granted women unrestricted voting rights in 1914, 6 years before women got the vote nationally.

In 1941, at the age of 25 years old, Ronald was alive when in his State of the Union address on January 6th, President Roosevelt detailed the "four freedoms" that everyone in the world should have: Freedom of speech, Freedom of worship, Freedom from want, and Freedom from fear. In the same speech, he outlined the benefits of democracy which he said were economic opportunity, employment, social security, and the promise of "adequate health care".
