In 1882, in the year that Rosalie Cepcar was born, on August 3rd, President Chester Arthur signed the 1882 Immigration Act. "Criminals, the insane, or any person unable to take care of him or herself" were not allowed in the U.S. according to the Act. It also imposed a "head tax" on non-citizens entering the U.S.
Did you know?
In 1895, at the age of just 13 years old, Rosalie was alive when on March 15th, in County Tipperary, Ireland, Michael Cleary killed his wife of 8 years, Bridget, and burned her body. His defense was that his "wife" was a changeling that was left in his real wife's place when she was abducted by fairies. He was nonetheless convicted and imprisoned for manslaughter. He spent 15 years in prison.
