He had siblings Hazel Smith, Henry C, Cecil, Andrew, James Thomas, Robert Lee, Naomi, Ethel Smith, and Ruth Whitelow. He lived most of his life in Ridgely, Lake, Tennessee and enlisted on October 25, 1941 in Fort Oglethorpe Georgia. He was a private and served in the US Army from October 25, 1941 until October 13, 1945. Around 1950, Roscoe moved to Michigan.

In 1920, in the year that Roscoe Whitelow was born, on November 2, radio station KDKA began broadcasting in Pittsburgh, PA. This was the first commercial radio broadcast in the United States. Westinghouse, a leading manufacturer of radios and the backer of the station, chose the date because of the Presidential election. People liked it because they could hear about the results of the election between Harding and Cox before the morning papers arrived.
