In 1900, in the year that Rose Petrowsky was born, Carrie Chapman Catt succeeded Susan B. Anthony as the president of the National American Woman Suffrage Association. NAWSA was created by Anthony in 1890 in order to fight for the right of women to vote in the United States. Membership in NAWSA began at 7,000 and in the decades of the struggle - women didn't get the right to vote until 1920 - membership rose to 2 million.

In 1916, Rose was 16 years old when the U.S. National Park Service - part of the Department of the Interior - was created by an act of Congress in August. The Park Service was charged with the dual role of "preserving the ecological and historical integrity of the places entrusted to its management while also making them available and accessible for public use and enjoyment".
