In 1916, in the year that Ruby C Cecil was born, the U.S. National Park Service - part of the Department of the Interior - was created by an act of Congress in August. The Park Service was charged with the dual role of "preserving the ecological and historical integrity of the places entrusted to its management while also making them available and accessible for public use and enjoyment". The resources managed by the National Park Service have often been referred to as the "crown jewels" of the United States.

In 1944, at the age of 28 years old, Ruby was alive when on December 16th, The Battle of the Bulge began in the Ardennes forest on the Western Front. Lasting for a little over a month, the battle began with a surprise attack by Germany on the Allied forces The U.S. suffered their highest casualties of any operation in World War II - 89,000 were casualties, around 8,600 killed - but Germany also severely depleted their resources and they couldn't be replaced.
