In 1905, in the year that Ruby Rosetta Neu was born, the first movie theater opened in the United States in Pittsburgh, Pennsylvania. It was the first theater to show nothing but movies - silent films. Two men, John P. Harris and his brother-in-law Harry Davis, opened the Nickelodeon on Smithfield Street - charging 5 cents for admission. The first day, 450 people watched movies at the new theater - on the second day, more than 1500 people stood in line to get in.

In 1910, Ruby was only 5 years old when the Mann Act, also called the White-Slave Traffic Act, was signed into law. Its purpose was to make it a felony to engage in interstate or foreign commerce transport of "any woman or girl for the purpose of prostitution or debauchery, or for any other immoral purpose". But the language was so broad that it was also applied to consensual sex between adults when wished.
