Rubye May Levey was born on June 19, 1902 in Goliad, Goliad County, Texas United States to Mary Eliza Rachel (McBride) Kelley and Hugh Collins Kelley, and had siblings Oney Alonzo Kelley, Sr., Ora Valarie (Kelley) Keesee-Eason, and Margaret Joyce (Kelley) Mayfield. She married Lee Omar "Homer" Fitzwater, and they had a child David Hugh Fitzwater. She also married William Franklin "Frank" Combest, and they had a child Richard Combest. Rubye Levey died at age 44 years old on October 23, 1946 in Los Angeles, Los Angeles County, CA, and was buried at Los Angeles National Cemetery Section 214 Row B Site 3 950 South Sepulveda Boulevard, in Los Angeles.
