In 1919, in the year that Rufus Richardson was born, in January, Nebraska was the 36th state to ratify the 18th Amendment, making it the law of the land. The 18th Amendment established Prohibition - a law against the production, transport, and sale of alcohol. Private consumption and possession were not prohibited. Several months later, the Volstead Act was passed, creating laws to enforce the Amendment. Bootlegging and bathtub gin followed.

In 1920, when he was only 1 year old, on November 2, radio station KDKA began broadcasting in Pittsburgh, PA. This was the first commercial radio broadcast in the United States. Westinghouse, a leading manufacturer of radios and the backer of the station, chose the date because of the Presidential election. People liked it because they could hear about the results of the election between Harding and Cox before the morning papers arrived. Four years later, there were 600 commercial stations broadcasting in the U.S.
