In 1905, in the year that Ruthe E Scovia was born, the Niagara Falls conference was held in Fort Erie, Ontario. Led by W.E.B. Du Bois and William Monroe Trotter, a group of African-American men met in opposition to racial segregation and disenfranchisement. Booker T. Washington had been calling for policies of accommodation and conciliation and these two men, along with the others who attended the conference, felt that this was accomplishing nothing. The group was the precursor to the NAACP.

In 1917, at the age of only 12 years old, Ruthe was alive when it is believed that a worldwide influenza pandemic began in Asia. By 1920, it is estimated that 50 - 100 million died throughout the world (3 - 5% of the population). In the U.S. alone, 500,000 perished from what came to be called the Spanish Flu or the 1918 flu.
