In 1917, in the year that Ruthine S Stroman was born, on July 28, between ten and fifteen thousand blacks silently walked down New York City's Fifth Avenue to protest racial discrimination and violence. Lynchings in Waco Texas and hundreds of African-Americans killed in East St. Louis Illinois had sparked the protest. Picket signs said "Mother, do lynchers go to heaven?" "Mr. President, why not make America safe for democracy?" "Thou shalt not kill." "Pray for the Lady Macbeth's of East St. Louis" and "Give us a chance to live."

In 1929, at the age of only 12 years old, Ruthine was alive when American Samoa officially became a U.S. territory. Although a part of the United States since 1900, the Ratification Act of 1929 vested "all civil, judicial, and military powers in the President of the United States of America".
