    Samuel J Charvella was born to Salvatore Sebastiano Ciavirella (1882 - 1943) and Cosima "Cecelia" Fanara (1877 - 1919). Both of his parents were born in Sicily. He had six siblings: Joseph, Bridget Hazel Sarah, Louis Joseph, James R. Anna C., and Charles Felix Charvella. Sam Charvella married Anna Mistretta (1913 - 1993) in 1937 and they had two children, Gail Ann Charvella (1943 -2020) and a son, David Charvella. In 1913, in the year that Sam J Charvella was born, ratified in February the 16th Amendment, establishing a Federal income tax, became law. Previously, customs duties (tariffs) and excise taxes were the primary sources of federal revenue. With the passage of the 16th Amendment, incomes of couples exceeding $4,000, as well as those of single persons earning $3,000 or more, were subject to a 1% Federal tax (that would be about $98,000 and $74,000 now).
