In 1882, in the year that Soyna Sax was born, on August 3rd, President Chester Arthur signed the 1882 Immigration Act. "Criminals, the insane, or any person unable to take care of him or herself" were not allowed in the U.S. according to the Act. It also imposed a "head tax" on non-citizens entering the U.S.

In 1903, at the age of 21 years old, Soyna was alive when the book The Souls of Black Folk, written by W. E. B. Du Bois, was published. Containing several essays on the African-American experience in America, much of the book was based on Du Bois' own life. The book was one of the very early works in the science of sociology.
