Sterling Dean Norgaard was born to Kai Soren Norgaard (1916 - 2004) and LaVonne Bonniejean Huffman (1924 - 2000). His father was born in Iowa and his mother was born in Minnesota. He had four siblings: two brothers, Richard (1941 -1941) and Curtis (1950 - 2022) and two sisters. Sterling Norgaard married Karen "Sue" Scorse (1946 - 2014) on February 18, 1969, in Holbrook, Arizona, and they had one daughter.

An article in the Arizona Republic dated November 16, 1984, said that a Winslow, Arizona police lieutenant was indicted on 14 felony counts, accusing him of lying to a grand jury while under oath. A 12 year veteran of the department, Sterling Norgaard was accused, along with five other department employees of using city prisoners to do personal work at their homes.

Born into a family of five children, Sterling had two sisters and two brothers. He married Karen "Sue" Scorse and they had one daughter.
