1913 - In the year that Sugar L Moore was born, ratified in February the 16th Amendment, establishing a Federal income tax, became law. Previously, customs duties (tariffs) and excise taxes were the primary sources of federal revenue. With the passage of the 16th Amendment, incomes of couples exceeding $4,000, as well as those of single persons earning $3,000 or more, were subject to a 1% Federal tax (that would be about $98,000 and $74,000 now). Rates rose to 7% for incomes over half a million dollars. Less than 1% of the population was subject to income tax.

1941 - At the age of 28 years old, Sugar was alive when in his State of the Union address on January 6th, President Roosevelt detailed the "four freedoms" that everyone in the world should have: Freedom of speech, Freedom of worship, Freedom from want, and Freedom from fear. In the same speech, he outlined the benefits of democracy which he said were economic opportunity, employment, social security, and the promise of "adequate health care".

1969 - This person was 56 years old when on January 20th, Richard M. Nixon became the 37th President of the United States. Previously the Vice President to President Eisenhower, Nixon was the only President to resign in office - in his second term.

1980 - At the age of 67 years old, Sugar was alive when on April 24th, a rescue attempt was begun in the Iranian Hostage Crisis. The attempt failed and 8 US servicemen were killed. Eight helicopters had been sent for the mission, but only 5 arrived in operating condition., Since the military had advised that the mission be aborted if there were fewer than 6 helicopters, President Carter stopped it. Upon leaving, a helicopter collided with a transport plane and the men were killed.

1989 - In the year of Sugar L Moore's passing, on January 20th, George Herbert Walker Bush became the 41st President of the United States. Previously Ronald Regan's Vice President, he ran against Michael Dukakis and won the popular vote by 53.4% to 45.6%.
