In 1924, in the year that Suzanne Edwina Shirrell Kirchner was born, J. Edgar Hoover, at the age of 29, was appointed the sixth director of the Bureau of Investigation by Calvin Coolidge (which later became the Federal Bureau of Investigation). The Bureau had approximately 650 employees, including 441 Special Agents. A former employee of the Justice Department, Hoover accepted his new position on the proviso that the bureau was to be completely divorced from politics and that the director report only to the attorney general.

In 1934, by the time she was only 10 years old, on November 11th 1933, an extremely strong dust storm hit South Dakota, stripping topsoil. Other strong dust storms had occurred during 1933. Severe droughts continued to hit the Great Plains and the dust storms devastated agricultural production as well as people's' lives for several years. The Roosevelt administration and scientists eventually determined that farming practices had caused the conditions that led to the dust storms and the changes they implemented in farming stopped the Dust Bowl.
