In 1836, in the year that Thomas Flannagin was born, on June 15th, Arkansas was the 25th state admitted into the United States of America - and the 13th slave state in the Union. Originally part of the Louisiana Purchase, the area became the Territory of Arkansas in 1819 and the Territory immediately began the process of expelling native Americans to west of the Mississippi.

The Revenue Act of 1861 was rescinded in 1862 but from 1861 through 1862, a flat tax was charged - 3% - on all income over $800, which included only 3% of households. In 1862, a broader tax was enacted.
