He had siblings Charles James Downward and Mary Page Downward. He married Lydia Ann Elliott, and had children Frances Victoria Elliott, Mary Helen (Downward) Quin, Alvin Thomas Downward, Ada (Downward) Casey, and Frank Downward. Thomas Downward died at age 76 years old in 1932 in Chame, Victoria.

In 1856, in the year that Thomas Patrick Downward was born, on January 26th the Battle of Seattle occurred. Marines from the ship the USS Decatur, stationed in Elliott Bay, along with about 50 Seattle settlers, fought Native Americans in the area. Territorial Governor Isaac Stevens had declared a "war of extermination" on Native communities 5 days before.
