In 1902, in the year that Tobie Mcwilliams was born, the Aswan Low Dam (the old Aswan Dam) began construction in Egypt in 1899 and was completed in 1902 - making it the largest masonry dam in the world at the time. The dam was built on the Nile River in order to conserve water and regulate flooding, allowing for population increase along the Nile.

In 1941, at the age of 39 years old, Tobie was alive when in his State of the Union address on January 6th, President Roosevelt detailed the "four freedoms" that everyone in the world should have: Freedom of speech, Freedom of worship, Freedom from want, and Freedom from fear. In the same speech, he outlined the benefits of democracy which he said were economic opportunity, employment, social security, and the promise of "adequate health care".
