In 1916, in the year that Tu Thanh Huynh was born, in June, the U.S. Congress authorized a plan to expand the armed forces over the next five years. Called the National Defense Act of 1916, the national law expanded the National Guard and Army (the Army added an aviation unit), created the Reserves, and gave the President expanded authority to federalize the National Guard. It also allowed the government to stockpile, in advance, materiel to be used in wartime.

In 1929, this person was merely 13 years old when on March 4th, Herbert Hoover became the 31st President of the United States. Early in his presidency, the October stock market crash - "Black Tuesday" - occurred, which lead to the Great Depression. None of his economic policies were able to make a dent in the Depression. This lead to one term and the election of Democrat Franklin D. Roosevelt winning the 1933 election in a landslide.

In 1977, Tu Thanh was 61 years old when on January 21st, President Carter pardoned "draft dodgers" - men who avoided the draft during the Vietnam War. He fulfilled a campaign promise with the pardon. But it only applied to civilian evaders - the estimated 500,000 to 1 million active-duty personnel who went AWOL were not included.

In 1982, by the time this person was 66 years old, on September 14th, Princess Grace of Monaco (American actress Grace Kelly), 52, died of injuries when her car plunged off a mountain road. Her 17 year old daughter, Stephanie, was also in the car and suffered serious injuries but recovered. It's believed that the accident was caused when Princess Grace, who was driving, had a mild stroke.

In 1992, when this person was 76 years old, on April 29th, riots began in Los Angeles after the "Rodney King" verdict was issued. Four LAPD officers had been accused of using excessive force (assault) on African-American Rodney King, who had been stopped for drunk driving. The beating had been videotaped. Their acquittal sparked a 6 day riot in Los Angeles.
