In 1912, in the year that Velma L Testament was born, Arizona was admitted to the United States in February (on Valentine's Day). It became the 48th state in the Union. Previously a Spanish - then Mexican - territory, the U.S. paid $15 million dollars for the area in 1848. Arizona was the last of the contiguous states to be admitted to the United States.

In 1929, Velma was 17 years old when the St. Valentine's Day Massacre happened on February 14th. In Chicago, seven men from the North Side Irish gang were gunned down by Al Capone's South Side Italian gang at the garage at 2122 North Clark Street. Al Capone was making a successful move to take over Chicago's organized crime. But the St. Valentine's Day massacre also resulted in a public outcry against all gangsters.
