In 1906, in the year that Victor Divver was born, the great San Francisco earthquake hit, estimated at 7.8 on the Richter scale. The earthquake caused fires that raged for days and between the earthquake and the fire, about 3,000 people were killed and 80% of the City was destroyed.

In 1910, at the age of only 4 years old, Victor was alive when the Mann Act, also called the White-Slave Traffic Act, was signed into law. Its purpose was to make it a felony to engage in interstate or foreign commerce transport of "any woman or girl for the purpose of prostitution or debauchery, or for any other immoral purpose". But the language was so broad that it was also applied to consensual sex between adults when wished.
