Vilis was born in Cesis Latvia. His family moved to Riga, Latvia soon there after. He lived there until immigrating to Germany near the end of WW II. In Germany he married Ida Rupp in 1950. In 1951 they immigrated to Detroit, Michigan USA. In 1951 a daughter Maija was born. Vilis was very active in the Latvian community in Detroit. He worked at Ryerson Steel for 20 years.
