He was born in Brownsville, Fayette County, Pennsylvania on May 4, 1923 and had siblings Russell Anthony Pishnery Jr (1926-2004) and Regina Marie Pishnery (1932-2013). Vincent registered for military service on June 30, 1942, at the age of 19. At the time, he resided in Cleveland, Cuyahoga, Ohio, and was employed by The 3 C Highways On February 15, 1943, Vincent F. Pishnery enlisted in Cleveland, Ohio. He held the rank of Private in the Selectees (Enlisted Men) and served in the Branch Immaterial - Warrant Officers, USA. He married Janet Ann Daniels in Brevard, Florida, USA on February 26, 1993. He was also married to Caroline Rieth (1924-1989) with whom he had two sons.
