In 1918, in the year that Vincent J Motzel was born, in January, President Wilson presented his Fourteen Points, which assured citizens that World War I was being fought for a moral cause and outlined a plan for postwar peace in Europe. The only leader of the Allies to present such a plan, the Europeans thought Wilson was being too idealistic. The points included free trade, open agreements, democracy and self-determination. They were based on the research and suggestions of 150 advisors.

In 1944, at the age of 26 years old, Vincent was alive when on June 22nd, the Servicemen's Readjustment Act of 1944, called the G.I. Bill, was signed into law, pushed through by the veteran's organizations. Benefits provided for veterans to return to school (high school, vocational school, or college), obtain low interest home mortgages and low interest business loans, and (if needed) one year of unemployment insurance. Since most returning vets immediately found work, less than 20% of the unemployment benefits were distributed.
