Vincent was born on October 17, 1911 in the Philippines, and immigrated to the United States in July of 1929 arriving in Seattle, Washington. He then moved to Castroville, CA and lived there from about 1935-1993. He had also spent some time in Salinas, Monterey, California, USA. He was married to Soledad Herrera and together they had children Vivian, Romeo, and Alice Ordona. Vincent enlisted on January 29, 1943 and served in the US Army until June 28, 1952. He then either re-enlisted or was drafted two days later on June 30, 1952 and served for over ten years. He was finally discharged on March 31, 1964. He was an Army base engineer.
