In 1912, in the year that Virginia Lombard was born, the Girl Scouts of the USA was started by Juliette Gordon Low with the help of Sir Robert Baden-Powell, the founder of Boy Scouts in Great Britain. She said after a meeting with Baden-Powell, "I've got something for the girls of Savannah, and all of America, and all the world, and we're going to start it tonight!" And she did.

In 1950, she was 38 years old when in February, Joe McCarthy gave a speech alleging that he had a list of "members of the Communist Party and members of a spy ring" who worked in the State Department. He went on to chair a committee that investigated not only the State Department but also the administration of President Harry S. Truman, the Voice of America, and the U.S. Army for communist spies - until he was condemned by the U.S. Senate in 1954.
