He had siblings Annie Isabel Pendlebury, Patrick Thomas Pendlebury, and Daniel Kevin Pendlebury. Walter Pendlebury married Eugenie Oaten Reavy in 1934, and died at age 75 years old on February 14, 1982 in Ferntree Gully, City of Knox County.

Although the Act was supposed to be temporary, it stayed in effect until 1965.
