In 1913, in the year that Walter Marks was born, Woodrow Wilson became the 28th President of the United States in March. Previously the Governor of New Jersey and President of Princeton University, he was the first Southerner to serve as President since Zachary Taylor, over 60 years previous. A Democrat, he led the U.S. during World War I and championed the League of Nations.

In 1929, when he was 16 years old, American Samoa officially became a U.S. territory. Although a part of the United States since 1900, the Ratification Act of 1929 vested "all civil, judicial, and military powers in the President of the United States of America".

In 1940, at the age of 27 years old, Walter was alive when on September 16th, the Selective Training and Service Act of 1940, was enacted - the first peacetime draft in U.S. history. Men between 21 and 36 were required to register with their draft boards. When World War II began, men between 18 and 45 were subject to service and men up to 65 were required to register.

In 1983, Walter was 70 years old when "crack" cocaine was developed in the Bahamas and spread to the United States. Previously, cocaine had been cut with other substances, diluting it. Crack was 80% pure and therefore was more addictive. It was also cheaper, making it more easily available to low income neighborhoods.

In 1993, in the year of Walter Marks's passing, on February 26th, a truck bomb exploded in the garage under the North Tower of the World Trade Center. While the bomb didn't do what was planned (collapse the North Tower into the South Tower), it did kill six people and injured thousands of people.
