In 1908, in the year that Walter Pennington was born, President Theodore Roosevelt held the White House Conservation Conference, which lead to the establishment of the National Conservation Commission. Preparing the first inventory of the United State's natural resources, the commission was divided into four parts: water, forests, lands, and minerals.

In 1911, he was only 3 years old when the Triangle Shirtwaist fire occurred, one of the deadliest industrial disasters in U.S. history. 146 workers (123 women and 23 men, many of them recent Jewish and Italian immigrants) died from the fire or by jumping to escape the fire and smoke. The garment factory was on the 8th, 9th, and 10th floors of a building in Greenwich Village in Manhattan. Doors to stairwells and exits had been locked in order to prevent workers from taking unauthorized breaks and to prevent theft, so they couldn't escape by normal means when the fire broke out. Due to the disaster, legislation was passed to protect sweatshop workers.

In 1920, Walter was just 12 years old when Italian born factory worker Nicola Sacco and fish peddler Bartolomeo Vanzetti were picked up by police on May 5th in connection with the April 15th murder and robbery of a guard and a paymaster at the Slater and Morrill Shoe Company in South Braintree, Mass. Although in later years they were thought to be innocent, they were anarchists and were convicted of the crime and put to death.

In 1947, he was 39 years old when in June, the Marshall Plan was proposed to help European nations recover economically from World War II. It passed the conservative Republican Congress in March of 1948. After World War I, the economic devastation of Germany caused by burdensome reparations payments led to the rise of Hitler. The Allies didn't want this to happen again and the Marshall Plan was devised to make sure that those conditions didn't arise again.

In 1971, in the year of Walter Pennington's passing, on May 3rd, 10,000 federal troops, 5,100 officers of the D.C. Metropolitan Police, 2,000 members of the D.C. National Guard, and federal agents assembled in Washington DC to prevent an estimated 10,000 Vietnam War protesters from marching. President Nixon (who was in California) refused to give federal employees the day off and they had to navigate the police and protesters, adding to the confusion. By the end of a few days of protest, 12,614 people had been arrested - making it the largest mass arrest in US history.
