Wayne D Finnicum was born to parents Ross David Finnicum and Marjory M. Miller. He was white. His mother Marjory Miller was born on July 12, 1895 in Madison, Lake, Ohio and grew up there. She married Ross on October 14, 1913 in Glasgow, Valley, Montana and the couple resided in Mona, Richland, Montana, USA. She passed away in 1984 in Pennsylvania, USA. His father Ross Finnicum was born on November 5, 1892 in Erie, Illinois, USA and grew up in Newton, Whiteside, Illinois. After marrying Marjory in 1913, he resided in Richland, Montana and worked as a farmer. He later re-married to Frances Geraldine Harkins (1904–1975) in 1924 and resided in Clinton, Iowa, USA. Ross and Frances were parents to six children. He passed away on December 19, 1945 in Clinton, Clinton, Iowa, United States.

Wayne was born in Poplar, Roosevelt, Montana and grew up in State College, Centre, Pennsylvania, USA. He later moved to Gaithersburg, MD and then on to Harrisburg, Pennsylvania, USA. Later in life he moved to Arizona in the 1990's and resided in Tuscon, Arizona until his passing in 2001.

Wayne had siblings including Lloyd J Finnicum (1914-1998), Franklin Pierce Finnicum (1915-2003), and Bernard Edwin Finnicum (1918-1974). He also had half siblings on his father's side including Ross D Finnicum (1925-1984), Francis Gerald Finnicum (1926-1941), Betty Lou Finnicum (1930-2009), and Elvin John Finnicum Sr (1935-2012). Wayne Finnicum completed four years of high school.
