In 1936, in the year that Wenceslao Carrillo was born, on November 2nd, the British Broadcasting Corporation (BBC) debuted the world's first regular high-definition television service. The channel had a short schedule - Monday through Saturday, 3:00p to 4:00p and 9:00p to 10:00p. The first broadcast was "Opening of the BBC Television Service".

In 1941, at the age of just 5 years old, Wenceslao was alive when in his State of the Union address on January 6th, President Roosevelt detailed the "four freedoms" that everyone in the world should have: Freedom of speech, Freedom of worship, Freedom from want, and Freedom from fear. In the same speech, he outlined the benefits of democracy which he said were economic opportunity, employment, social security, and the promise of "adequate health care".
