1915 - In the year that West Carroll was born, the Germans first used poison gas as a weapon at the second Battle of Ypres during World War I. While noxious gases had been used since ancient times, this was the first use of poisonous gas - in this case, lethal chlorine gas - in modern war. Subsequently, the French and British - as well as the United States when they entered World War 1 - developed and used lethal gas in war.

1938 - West was 23 years old when on June 25th (a Saturday) the Fair Labor Standards Act was signed into law by President Roosevelt (along with 120 other bills). The Act banned oppressive child labor, set the minimum hourly wage at 25 cents, and established the maximum workweek at 44 hours. It faced a lot of opposition and in fighting for it, Roosevelt said "Do not let any calamity-howling executive with an income of $1,000 a day, ...tell you...that a wage of $11 a week is going to have a disastrous effect on all American industry."

1946 - This person was 31 years old when on July 4th, the Philippines gained independence from the United States. In 1964, Independence Day in the Philippines was moved from July 4th to June 12th at the insistence of nationalists and historians.

1978 - This person was 63 years old when on November 18th, Jim Jones's Peoples Temple followers committed mass suicide in Jonestown, Guyana - where they had moved, from San Francisco, as a group. Jones was the leader of the cult and ordered his followers to drink cyanide-laced punch, which they did. Whole families (women and children included) died - more than 900 people in all.

1990 - In the year of West Carroll's passing, on April 24th, the Hubble telescope was launched into space after long delays due to the Challenger explosion. An optical flaw was found within weeks of launch but was fixed within three years. The discoveries made possible by the Hubble have contributed to scientists' understanding of the universe.
