In 1909, in the year that Wilhelm Wehlau was born, the NAACP was founded by W. E. B. Du Bois. The organization focused on legal strategies designed to confront the critical civil rights issues of the day - which included lynching and segregation in schools. The goal was to secure for all people the rights guaranteed in the 13th, 14th, and 15th Amendments to the United States Constitution.

In 1916, Wilhelm was merely 7 years old when suffragette Jeannette Pickering Rankin became the first woman elected to the House of Representatives as a Representative at large from Montana. She was the first woman to hold an elected Federal office. Holding the office for two years, she ran again in 1940 and served another two year term. Montana had granted women unrestricted voting rights in 1914, 6 years before women got the vote nationally.
