In 1916, in the year that Willard C Rice was born, the U.S. National Park Service - part of the Department of the Interior - was created by an act of Congress in August. The Park Service was charged with the dual role of "preserving the ecological and historical integrity of the places entrusted to its management while also making them available and accessible for public use and enjoyment". The resources managed by the National Park Service have often been referred to as the "crown jewels" of the United States.

In 1929, he was merely 13 years old when the St. Valentine's Day Massacre happened on February 14th. In Chicago, seven men from the North Side Irish gang were gunned down by Al Capone's South Side Italian gang at the garage at 2122 North Clark Street. Al Capone was making a successful move to take over Chicago's organized crime. But the St. Valentine's Day massacre also resulted in a public outcry against all gangsters.

In 1969, Willard was 53 years old when in August, a previously planned small concert turned into a (free) more than 400,000 strong gathering of attendees and bands at Max Yasgur's farm in upstate New York - now called Woodstock. Just some of the 32 acts: Richie Havens, Joe Cocker, Janis Joplin, Jimi Hendrix, The Who, Joan Baez, Crosby, Stills, Nash and Young, Jefferson Airplane, Country Joe, Santana, The Band, and Sly and the Family Stone.

In 1973, Willard was 57 years old when in October, Vice President Spiro Agnew resigned - President Nixon nominated Gerald Ford for Vice President. Nixon's tax returns came under investigation. Nixon offered the recently discovered Oval Office tapes be heard by one person and summarized - his offer was rejected by the Special Prosecutor. Nixon ordered the Attorney General, then the assistant Attorney General, to fire the Special Prosecutor. Both refused and were fired. The Solicitor General became the acting Attorney General and fired the Special Prosecutor (the Saturday Night Massacre). Nixon releases some of the tapes, under extreme pressure because of the firings.

In 1992, in the year of Willard C Rice's passing, in April, Bosnia-Herzegovina declared independence from Yugoslavia. The newly created Bosnian Serb army then began a campaign against Muslim Bosniaks and Bosnian Croats - killing, raping, torturing, beating and robbing - and resulting in the deaths of over 100,000.
