William Charles Hector Rodden was born on February 25, 1919 in Bendoc, East Gippsland Shire County, VIC Australia to Thomas Epeneatus Rodden and Annie Ellen (Roberts) Rodden, and had siblings Thomas E. Rodden Jnr., Annie Arabella Rodden, and John Ernest Rodden. He married Elva May Wagstaff. William Charles' partner was Lila (Burns) Rodden Tyrrell, and they had children Terrence William Rodden and Pamela Faye (Rodden-Tyrell) Cameron. William Charles Rodden died at age 78 years old on May 24, 1997 in QLD.

In 1919, in the year that William Charles Hector Rodden was born, in the summer and early autumn, race riots erupted in 26 U.S. cities, resulting in hundreds of deaths and even more people being badly hurt. In most cases, African-Americans were the victims. It was called the "Red Summer". Men who were returning from World War I needed jobs and there was competition for those jobs among the races. Tension was heightened by the use by many companies of blacks as strikebreakers.
