In 1914, in the year that William F Lanigan was born, in August, the world's first red and green traffic lights were installed at the corner of East 105th Street and Euclid Avenue in Cleveland Ohio. The electric traffic light had been invented by a policeman in Salt Lake City Utah in 1912.

In 1935, at the age of 21 years old, William was alive when on August 14, the Social Security Act was signed into law. The purpose was to "provide federal assistance to those unable to work". The law established the Social Security Administration whose primary focus was to "provide aid for the elderly, the unemployed, and children". The Act survived many Supreme Court challenges and the Administration continues until today.
