In 1863, in the year that William F Westphalen was born, on January 1st, President Abraham Lincoln signed the Emancipation Proclamation. The Proclamation made the abolition of slavery in the Confederate states an official war goal. It also immediately freed 50,000 slaves, with the rest freed as Union armies advanced into Confederate states. The Proclamation wasn't a Congressional law - it was an Executive Order.
Did you know?
In 1889, he was 26 years old when on May 31st, the South Fork Dam collapsed. Located in western Pennsylvania, the dam failed - sending more than 20 million tons of water into the towns below it. The flood killed more than 2,200 people in and around Johnstown. The newly formed Red Cross responded to the disaster.
