William George Mills was born in 1908 to Edith Florence (Aitken) Mills and William Francis Mills, and had a sister Eileen Frances (Mills) Baker. He married Ella (Ross) Mills, and died at age 47 years old in 1955 at Central Gippsland Health 155 Guthridge Parade, in Sale, Wellington Shire County, VIC Australia. William Mills was buried at Sale Public Cemetery 1386 Maffra-Sale Rd, in Sale.

In 1920, he was just 12 years old when the Volstead Act became law. Formally called the National Prohibition Act, the Volstead Act enabled law enforcement agencies to carry out the 18th Amendment. It said that "no person shall manufacture, sell, barter, transport, import, export, deliver, or furnish any intoxicating liquor except as authorized by this act" and defined intoxicating liquor as any beverage containing more than 0.5% alcohol by volume.
