William James Bellion of Melbourne East Australia was born in 1859 to Benjamin Henry Bellion and Elizabeth Sarah Wella Bellion. He had siblings Robert Richard Belliom, Sarah Elizabeth Bellion, Phoebe Ann Bellion, George Arthur Bellion, Ada Fanny Bellion, Charles Thomas Bellion, and Albert Tasman Bellion. William Bellion died at age 58 years old in 1917 in Melbourne East.

In 1859, in the year that William James Bellion was born, on February 27th, US Congressman Daniel Sickles shot and killed Philip Barton Key - a US. District Attorney and son of Francis Scott Key, writer of the national anthem, for having an affair with his wife. Sickles claimed temporary insanity - the first to do so - and was acquitted.
