    William Kennedy Davenport was born to William E. Davenport (1886 - 1977) and Emily Kennedy (1890 - 1918). His father was born in Pennsylvania. He had three half-sisters: Lillian, Mary, and Geraldine Davenport. William Davenport married Alice M. Lewis (1916 - 2004) and they had one son, Harold, and one daughter, Janice. William was the first Black to earn the rank of Chief of Police in Lima, Ohio, in 1968.

He was in several clubs, including Frontiers International, Bradfield Center board, the Civil Service Board, and was a member of the garden club. He was a Boy Scout leader and was the first black to serve on the YMCA board of directors.

In 1915, in the year that William K Davenport was born, in May, the RMS Lusitania was sunk by a German torpedo. The Lusitania was a British passenger ship that was sailing from New York to Liverpool England. She sank in 18 minutes - 1,198 died and 761 survived. While travelers were the main casualty - and commodity - the Lusitania did carry wartime weapons. "Remember the Lusitania" became the rallying cry of World War 1.

In 1942, by the time he was 27 years old, due to World War II, automobile production in the United States was stopped on February 1st. A tire rationing program had begun the month before. Detroit - the main hub of car manufacturing - was ordered to free up assembly lines for military production. The president of the Automobile Manufacturers Association said “The automotive industry is in this war all the way". Some dealerships had to close and others expanded their repair shops. The used car market boomed (as did a black market in used cars).
