In 1906, in the year that William L Cunningham was born, President Theodore Roosevelt received the Nobel Prize for Peace. The award was considered controversial at the time because many thought that he was an imperialist. But he had brokered peace between Russia and Japan a year previous and had allowed a dispute between Mexico and the U.S. to go to arbitration, resolving the issue peacefully rather than resorting to military conflict. For these two reasons, the Nobel Prize committee chose him for the Peace Prize.

In 1924, he was 18 years old when J. Edgar Hoover, at the age of 29, was appointed the sixth director of the Bureau of Investigation by Calvin Coolidge (which later became the Federal Bureau of Investigation). The Bureau had approximately 650 employees, including 441 Special Agents. A former employee of the Justice Department, Hoover accepted his new position on the proviso that the bureau was to be completely divorced from politics and that the director report only to the attorney general.
