William Wallace Banks Sr. of Norman Dr, in Annapolis, Maryland United States was born in 1911 to Daniel Bower Banks and Grace "Gay" Tiernan (Walton) Banks. He had siblings Walton G Banks and John "Jack" MacMillan Banks Lt Col. William Banks died at age 66 years old on October 23, 1978.

Billy Banks was an excellent athlete who excelled in boxing, marathon races and football. After winning multiple Golden Gloves championships in his weight class, he turned to professional Boxing under the mentorship of the famous coach of the USNA, Spike Webb, in order to earn money for college. He was able to earn enough money boxing after just one year, to pay for two years of college and then sit for the Maryland Law Board exam. He was plagued with depression over the death of his father when he was 8 years old and later in life drank himself to death through self medication with alcohol. He is buried in Tracys Landing, MD at St. James Episcopal Church.
