In 1933, in the year that Willie D Bivins was born, Frances Perkins became the first woman to hold a cabinet-level position, appointed by President Roosevelt to serve as Secretary of Labor. She told him that her priorities would be a 40-hour work week, a minimum wage, unemployment compensation, worker’s compensation, abolition of child labor, direct federal aid to the states for unemployment relief, Social Security, a revitalized federal employment service, and universal health insurance. President Roosevelt approved of all of them and most them were implemented during his terms as President. She served until his death in 1945.

In 1945, Willie was merely 12 years old when on August 6th, the United States dropped an atomic bomb on Hiroshima. On August 9th, an atomic bomb was dropped on Nagasaki. At least 129,000 people were killed in the two bombings and they still remain the only use of atomic bombs in war. An invasion on mainland Japan had been planned but President Truman ordered the bombs dropped instead.

In 1971, when he was 38 years old, on May 3rd, 10,000 federal troops, 5,100 officers of the D.C. Metropolitan Police, 2,000 members of the D.C. National Guard, and federal agents assembled in Washington DC to prevent an estimated 10,000 Vietnam War protesters from marching. President Nixon (who was in California) refused to give federal employees the day off and they had to navigate the police and protesters, adding to the confusion. By the end of a few days of protest, 12,614 people had been arrested - making it the largest mass arrest in US history.

In 1988, at the age of 55 years old, Willie was alive when on December 16th, 1988 the popular film Rain Man was released. Featuring Dustin Hoffman and Tom Cruise. this film brought attention to autistic savants and was based on the "megasavant" Laurence Kim Peek. The film would later go to win four Oscars including Best Picture, Best Original Screenplay, Best Director and Best Actor in a Leading Role.

In 1996, in the year of Willie D Bivins's passing, on April 3rd, Theodore Kaczynski (nicknamed the Unabomber) was arrested. His mailed or hand-delivered bombs, sent between 1978 and 1995, killed three people and injured 23 others. Diagnosed as suffering from paranoid schizophrenia, Kaczynski is serving 8 life sentences without the possibility of parole.
